Celina 2040


Welcome to Celina 2040! This is the interactive project website dedicated to Celina 2040, the City of Celina's update to the comprehensive plan. We are embarking upon a long-range planning effort to guide the development and growth of Celina for the next 20 years. The principles and actions contained in Celina 2040 will guide the City on a journey from an uncertain future, to one with a shared, exciting, and unique vision and strategies to manage growth, while creating and preserving our special places.

Throughout the Celina 2040 planning process, the City will promote community feedback and input through a variety of methods including traditional, online, and in-person. The City is also using social media (Facebook, Instagram, and Twitter) and hosting conversations on this site! The objective of this outreach is to engage community members and garner as much input and feedback as we can to inform the Plan.

Q&A

  • May I put in a word for saving spaces for houses of worship? I know that these spaces don't provide taxes, but houses of worship encourage people to be better people, better citizens. Churches tend to be crowded out in most of today's master plans. GraceBridge is a tremendous ministry in town. Don't forget that it sprang up from church people and church people continue to support it. Houses of worship do add value to a community. Please carve out a little room for them? Thanks, Jonathan

    Thank you for your feedback and your question.  Places of worship and service/charitable organizations have a valuable role in our society, and we will be sure to keep them at top of mind in the Comprehensive Plan Update.  Please come to Community Forum 2: Cultivate Celina tomorrow (7/12) from 4pm to 8pm (come and go) at 229 W. Pecan St., and let's collaborate together on what Celina should be!

  • I know it's too late, but do we really need a Target and apartments on Preston across from Carter Ranch? We need more mom and pop shops downtown and updated sidewalks and parking. Targets and Walmarts are just going to kill all of those.

    Hi there!  

    Thank you for your feedback and your question.  Great things are happening Downtown, and we hear you loud and clear about supporting small businesses, more and repaired sidewalks, and parking-- check out the Downtown Master Plan adopted in January at www.downtowncelina.us.  Implementation is already happening!  As for the new development happening across from Carter Ranch, there are are some apartments going in, but as for the retail, no tenants have been announced.  

    Thank you for completing the housing survey-- we will review the results of those as we update the comprehensive plan.  We would love to have your opinion on mobility/roads too (click here).  Once the community weighs in on future housing and mobility in Celina, we will have a better understanding of how to plan for our major roadways, such as Preston Rd, and any associated development so this is great feedback for us.  Please come to Community Forum 2: Cultivate Celina on 7/12 from 4pm to 8pm (come and go) at 229 W. Pecan St., and let's collaborate together on what your area of the city should look like!
